Malta Launches Master’s in Financial Regulation and Compliance

The Malta Financial Services Authority's (MFSA) Financial Supervisors Academy (FSA) has partnered with the University of Malta to expand its Postgraduate Diploma in Financial Regulation and Compliance into a Master of Science degree. From October 2026, students on the programme will be able to graduate with a Master's qualification for the first time.Â
The course offers a practical, industry-aligned route into financial regulation, focusing on the everyday realities faced by regulated entities. Its content covers digital finance, regulatory compliance, governance, risk management, and sustainable finance, giving participants a working understanding of how regulatory expectations translate into day-to-day operations across the sector.
The programme places a particular emphasis on digital and innovative financial services, reflecting the growing role of fintech. The programme also develops a strong ethical and governance mindset, equipping graduates to support sound decision-making and accountability within regulated institutions.
Designed with working professionals in mind, the course is delivered part-time on an evening basis over five semesters, allowing participants to combine advanced study with full-time employment. The flexible structure also lets learners exit with a recognised qualification at Certificate, Diploma, or Master's level, tailoring their studies to their career goals.
Aleksandra Dimitrova, Deputy Head of the FSA, said there was strong demand in the market to educate industry professionals, career changers, and the wider public on financial regulation and compliance. “The curriculum itself is created by the MFSA, so you have a guarantee as a licence holder that when you send your employees to undertake this diploma, this Postgraduate Diploma is tailor-packaged for you," she said.
Dimitrova noted that the MFSA contributed around 55 guest lecturers, including its own staff, industry representatives, professionals, and audit firms, to broaden the material delivered to students. She also highlighted the Academy's close relationship with the University of Malta and the support of Professor Simon Grima, the Dean of the Faculty of Economics, Management & Accountancy (FEMA) at the university.Â
Looking ahead, FSA plans to develop further micro-credentials in areas such as internal audit, open-source intelligence, crypto, and blockchain, alongside potential boot camp weeks. Applications for the October 2026 intake are now open, with full entry requirements available on the University of Malta’s official website.
