The Malta Financial Services Authority has released the second volume of the Journal of Financial Supervisors Academy online, the open-access publication produced by its training and academic arm to advance research in financial regulation and supervision. Volume II is now available online, a little over a year after the inaugural edition was launched in September 2025.

The new volume is published under the theme Navigating Complexity: Supervision, Innovation and Global Uncertainty in Financial Services. Its contributions examine how supervisory frameworks are adapting to rapid technological change, shifting geopolitics and an increasingly interconnected financial system. Four focus areas run through the edition: cross-border finance in a fragmented world; geopolitics, sanctions and systemic risk; regulation, technology and resilience; and smart regulation, including simplification and the reduction of administrative burden.

The journal is founded on the principle of bringing academia and practice together. It draws contributions from supervisors, academics, economists and legal practitioners in Malta and abroad, and is peer reviewed and published annually under a Creative Commons licence so that its research can reach regulators, policymakers and industry professionals worldwide. The MFSA reported strong interest from contributors ahead of this edition and extended the submission window earlier this year to accommodate demand.

Professor Christopher P. Buttigieg, the MFSA’s Chief Officer Supervision, serves as Editor-in-Chief. He is joined on the editorial team by Managing Editors Aleksandra Dimitrova, Deputy Head of the Financial Supervisors Academy, and Benjamin Ellul of the Office of the Chief Officer Supervision, together with Dr Gerd Sapiano and Michael Scicluna. The President of Malta, Myriam Spiteri Debono, is patron of the journal.

The first volume, dedicated to regulatory and compliance insights, carried ten contributions on digital finance, capital markets, the independence of regulators and collaboration between national authorities and universities. The second broadens that scope considerably, reflecting what Ellul has described as a rapidly changing global landscape.

The MFSA will formally launch Volume II at its FSA Knowledge Network conference in Valletta on 17 February 2027, where it will also set out the research agenda for Volume III. Business News Malta’s deep-dive series on the journal’s individual papers, which began with the first volume, will resume over the coming weeks as we work through the new edition’s contributions.
