Malta Charts a Responsible Future for AI Gaming

The Malta Gaming Authority (MGA) has launched a consultation on a proposed AI Gaming Charter. Designed to support the ethical and transparent use of AI, the voluntary framework complements the EU AI Act while reinforcing Malta’s position as a leading hub for innovation and responsible gaming regulation.
Developed with the Malta Digital Innovation Authority (MDIA), the charter offers voluntary, principles-based guidance to support transparency, accountability and consumer protection as AI-powered gaming platforms become more widespread.
The draft framework is designed to complement existing legal structures, including the EU AI Act, while reflecting the specific operational context of the Malta iGaming sector. The charter focuses on responsible AI in gaming, addressing how machine learning in iGaming influences customer interactions, marketing, compliance procedures and fraud prevention.
MGA Chief Executive Officer Charles Mizzi has noted that AI tools are already widely deployed by operators licensed in Malta and other jurisdictions, with the sector requiring clearer guidance to ensure these systems are used responsibly. The proposed charter setsout expectations around transparency in gaming algorithms, ethical AI implementation and algorithm accountability.
The charter also highlights AI-driven player safeguards and the use of predictive analytics to identify behavioural risk and prevent gambling harm. It points to self-exclusion tools and similar technologies, positioning Malta's adoption of AI as a driver of better consumer outcomes in a regulated environment.
The MGA has invited operators, compliance professionals, technology suppliers and other stakeholders to submit feedback during the consultation period. Engagement is intended to ensure that AI risk management and governance frameworks in gaming reflect operational realities, while aligning with emerging AI compliance standards across Europe.
Once finalised, the charter is expected to reinforce Malta's position as a leading international gaming jurisdiction. By giving Malta's gaming operators a clear, principles-based reference, the MGA is setting a benchmark for responsible gaming, as similar frameworks take shape across Europe.
