MFSA Launches Search for New Executive Leadership Team as Restructuring Moves Into Delivery Phase

The Malta Financial Services Authority (MFSA) has launched a recruitment drive for five Deputy Chief Executive Officer roles, marking the start of the delivery phase of an organisational restructuring approved by Parliament under Act XV of 2026.

The five positions, spanning Supervision; Enforcement, Resolution & Financial Stability; Cross Sectoral Supervision, TCSPs and Intelligence; Strategy, Policy, and Legal; and Digital & Corporate Services, will each sit on the Authority’s new Executive Leadership Team, reporting directly to the Chief Executive alongside the Chairman. Together, the roles are designed to cover the full breadth of the MFSA’s mandate, from day-to-day supervision of banking, insurance and investment services to enforcement, financial crime compliance, legal and policy development, and the technology functions underpinning the Authority’s operations.


Recruitment is expected to run through Q4 2026, with the new leadership team in place during 2027, drawing on both internal expertise and specialist external support to attract candidates from Malta and abroad.


MFSA Chairman Jesmond Gatt said the recruitment marks the first substantive step in delivering on Parliament's mandate to reshape how the Authority operates, part of a broader ambition to become a more agile, business-first regulator that remains focused on safeguarding the integrity of Malta’s financial services sector while being more responsive to the licence holders it supervises.


CEO Kenneth Farrugia linked the restructuring to the pace of change reshaping financial regulation more broadly, pointing to technology, AI and evolving international standards as key drivers behind the new structure. He said the move builds on the progress the MFSA has made in recent years, deepening its supervisory expertise, particularly in fintech and crypto-asset supervision, as well as cybersecurity and financial crime compliance, and giving that expertise a clearer platform through dedicated executive leadership across each part of the Authority’s mandate.
