Malta Shapes the Future of Gaming with "Transparency, Responsibility & Collaboration"

Malta Gaming Authority Chief Executive Officer Charles Mizzi articulated a transformative vision for the gaming industry at SiGMA Central Europe, emphasizing that the sector's future must be built on three fundamental pillars: transparency, responsibility, and collaboration.


Speaking at the prominent industry conference, Mizzi outlined the MGA's strategic shift from quantity-focused growth to a quality-driven regulatory approach. The Authority now prioritizes welcoming operators who embrace transparency, accountability, and integrity, rather than simply processing license applications at volume. This represents a significant evolution in Malta's regulatory philosophy, with structural growth at the forefront of industry development.


"Our challenge is finding the right balance between being business-friendly and remaining a strong, accountable regulator," Mizzi stated, emphasizing that the MGA's strategic vision aims to support the sector through an ecosystem that rewards responsible operators and maintains regulatory integrity at the highest standards.


Collaboration stands as a cornerstone of this vision. The MGA works closely with Gaming Malta, the industry's umbrella organization, creating a two-pronged approach where the MGA focuses on compliance and regulation while Gaming Malta assists operators with recruitment, work permits, and promotional activities. This partnership enables Malta to position itself as both a dynamic market and a safe, compliant environment.


Mizzi emphasized that decisions become easier when operators maintain honesty with the regulator, particularly regarding operational challenges. This approach allows the MGA to collaborate on solutions rather than defaulting to enforcement measures. The Authority supports operators through compliance frameworks rather than punitive actions, though regulatory adherence remains paramount.


The MGA actively participates in international regulatory bodies, including the European Forum of Gambling Regulators and the International Association of Gaming Regulators, exchanging best practices and personnel to improve regulatory standards. By treating Maltese gaming law as a "live document"—adaptable and responsive through ongoing dialogue with stakeholders—Malta continues cementing its position as a global leader in responsible gaming regulation.
