Malta Launches €15.6 Million Tender For European Digital Identity Wallet

Malta has taken a significant step in its digital transformation with the launch of a €15.6 million tender for the implementation of a European Digital Identity (EUDI) Wallet, fully compliant with EU requirements. Issued by the Malta Digital Innovation Authority (MDIA), the tender marks the beginning of the country's rollout of the EU-wide digital identity framework.


Once operational, the wallet will allow citizens and residents to prove their identity securely both online and in person, verify their age, store official documents such as driving licences, and electronically sign paperwork. Crucially, the wallet will be recognised across all EU member states, ensuring interoperability throughout the bloc.


MDIA will lead the project, overseeing the development of the wallet platform and its supporting systems. Valued at €15.6 million (US$17.88 million), the contract is being procured through Malta's electronic Public Procurement System (ePPS) under an open procedure. The chosen vendor must guarantee security, interoperability, and alignment with the EU's common architecture.


Malta's Digital Economy Minister, Silvio Schembri, said the initiative reflects the country's commitment to using advanced technologies to improve public services and strengthen its digital capabilities. MDIA chief executive Kenneth Brincat added that the project demonstrates how innovative technology can be used to deliver services that are more secure, trustworthy, and centred on the needs of citizens.


The tender, reference CT2274/2026, covers software development, systems integration, and the creation of a supporting trust ecosystem. It remains open for submissions until 3 September, with evaluation based on a best price-quality ratio.


The initiative forms part of a broader push to modernise Malta's digital infrastructure. It follows the launch earlier this year of the Malta Business Registry's (MBR) Malta Business Wallet, which streamlines corporate compliance by allowing businesses to store and selectively share company data through a single platform. Where that tool serves enterprises and their due-diligence obligations, the EUDI Wallet extends the same digitalisation drive to individuals, giving citizens and residents a secure means of managing their personal identity across the EU.
