Malta Gaming Authority Review Underscores Regulatory Rigour

The Malta Gaming Authority (MGA) has published the findings of a thematic review into self-exclusion safeguards across the island's online gaming sector, reinforcing the regulator's commitment to responsible oversight at a time of steady economic expansion.  

 

The review, conducted in 2025 across 20 licensees and 58 active websites, assessed the real-world effectiveness of player protection measures following reports that some individuals were able to access multiple brands despite self-exclusion. The MGA employed mystery shopping techniques to evaluate processes at key stages of play. 

 

The findings indicated a generally positive level of compliance, while also identifying areas requiring improvement, including delays in activating self-exclusion requests, instances where cooling-off periods were not properly observed, and gaps in detecting duplicate player details across brands. The MGA has requested rectification plans from the relevant licensees and will continue supervisory engagement. 

 

The exercise reflects the MGA’s broader risk-based oversight approach and sits within a wider context of prudent fiscal policy and sustainable public finances that have supported Malta's economic performance trends in recent years. The services sector, of which gaming is a major component alongside tourism and financial services, continues to drive real GDP growth in Malta, with the Central Bank of Malta’s economic update projecting continued expansion through 2028. 

 

Malta's ability to maintain a stable investment climate and labour market resilience has seen it consistently outperform the EU average on growth, bolstering business confidence trends and foreign direct investment. By strengthening regulatory frameworks, the MGA is helping to ensure the gaming sector remains a credible contributor to Malta's economic outlook for years to come.
